Planning and safety in Chelmsford
As an English city, Chelmsford follows the Town and Country Planning Act 1990 and the permitted development rules in England.
- Weather: Perforations let some wind and rain through, so think about the glazing behind and draughts in exposed spots.
- Planning: A perforated shutter is often the type councils will accept on a shopfront, but an application is usually still needed.

Perforated roller shutters in Chelmsford: questions
Are perforated shutters less secure?
They are slightly lighter than solid shutters of the same gauge, but still form a strong physical barrier. Solid bottom laths add kick resistance.
Why do councils prefer perforated shutters?
They keep shopping streets looking lit and active after hours rather than lined with blank steel, which many shopfront design guides encourage.
